As Procurement Manager Les oversee large service contracts, manages the recurring contracts on Legend’s Properties and negotiates contracts for bulk purchases on property improvements.  He brings over 40 years of experience bidding, contracting and managing large construction projects in infrastructure, commercial and residential building, heading up as Project Manager for Legend’s unit interior renovations efforts and assisting with ROI analysis on interior rehab projects.  Les works closely with the Multi-site Service Managers and Property Service Managers to evaluate, analyze, and mitigate contract risk when negotiating with vendors, assisting with expediting and tracking delivery of equipment and materials. He manages adherence to all safety, health, and environmental rules and regulations ensuring semi-annual safety inspections and tri-annual PMT inspections are performed and corrections are made. Les also is the general supplier/vendor admin for the database, property, accounting system Real Page Ops Technology, setting up new suppliers, maintaining catalogues, converting vendors to electronic invoicing and maintaining contract expiration schedules; notify the appropriate party when expiration dates and/or notice periods are approaching.

Les has a bachelor’s degree in business administration, from George Mason University and participates with PMA, Washington Urban Land Institute, and NVAA activities.  Before joining Legend Management Group in 2015, Les worked for William A Hazel, The Driggs Corporation, Donohoe Construction and AECOM on many projects in the Metro area, including 1992 hurricane Andrew clean-up projects in Florida.
